Outstanding Issues
Maintaining the long-term competitiveness of the Canadian domestic fleet is critical to our national economy and the strateigc industries we serve.
At present, there are numerous issues outstanding that taken together create an environment of uncertainty for Canadian ship owners, including uncertainty regarding the:
- Ability to transit New York State waters, and therefore the St. Lawrence Seaway, beyond December 31, 2011;
- Removal of the 25% import duty on new vessels;
- Application of the US EPA air emissions rulemaking to Canadian domestic vessels;
- Development of new ballast water management requiements of the Canadian domestic fleet;
- Development of new ballast water management requirements under the next US EPA Vessel General Permit, including the potential for further complexity with state-by-state additional requirements; and,
- Application of the greenhouse gas emissions regulatory framewaork at the International Maritime Organization to Canadian domestic vessels.
